as Per Judgment Passed in Suit of 1243/2015 High Court of Sindh Karachi order passed:

Since Paragraph No. 174(a), (d) and (g) permit a room for involvment of The District & Sessions Judge for true enforcement thereof i.e removal of ghost schools and removal of illagal possessions/encroachment which otherwise do qualify the term, 'nuisance' therefore learned District & Sessions Judges are hereby directed that they would be competent to enforce the applicability of Articales 9 and 25-A of the Constitution of Pakistan in its letter and spirits by monitoring of schools, college both functioning under SEF and that of Government of Sindh by paying surprise visits preferably on quarterly basis either by themselves of through Magistrate(s) under them. In compliance of directives issues by the Honourable High Court of Sindh, Circuit Court Hyderabad vide order dated 20.09.2017 passed in C.P No. D-1817 of 2016 Re. MANZOOR HUSSAIN ABRO VERSUS PROVINCE OF SINDH THROUGH SECRETARY, EDUCATION AND LITERACY DEPARTMENT AND OTHERS, a committee is constituted to monitor performance of school.
